The fact of the matter is that when we were attacked on September 11, we had a
choice to make. We could decide that the proximate cause was al Qaeda and the
people who flew those planes into buildings and, therefore, we would go after al
Qaeda ... or we could take a bolder approach.
So, in other words, we could decide that the people who did it actually did it, or that we would let them go, and fight someone else do it.
I've heard for years now that the best defence is a good offense in the War on Terror. The only problem is, we have our special teams on the field. And I don't mean our star kicker. I mean special as in special ed.
