By Common Consent has a post on the infamous letter from the LDS Church First Presidency.
It says that the statement was largely more for the international members than the local members.
However, it was specifically addressing tomorrow's precinct caucus meetings in Utah, and therefore was not read outside the state.
So, while BCC has an interesting theory, I don't think it valid at this point.
