1976 Part II: Hatch on inflation, balanced Budget

"The key to controlling inflation is sound monetary and fiscal policy. I favor a constitutional amendment to require a balanced federal budget over a three to five year period. The budget should be balanced over the business cycle."

And where is that balanced budget amendment, Senator Hatch? Or even that balanced budget? Repeatedly, you vote against balanced budgets by voting for unbalanced budgets.
